The strategy presented in Chapter Two occurs over many years and includes many participants. In this section we discuss how to develop the relationships and structures that will allow would-be explorers to collaborate and develop common or complementary objectives. We assume a set of financial boundaries and from this a long term cost management and financing approach for the strategy. Where possible we have attempted to address organizational approaches that may be used to maximize returns and minimize costs while still remaining politically viable.
